What should you know about manufacturing pay mix?

For Program Manager, separate the guaranteed salary from any discretionary bonus or commission arrangement. OEWS includes base rate, guaranteed pay and production incentive pay. It excludes overtime premium, shift differentials and nonproduction bonuses. An attendance bonus is not a production bonus; confirm its purpose and treatment rather than adding every bonus to the BLS figure.

Skills-based pay steps affect the base rate when they are part of straight-time pay; BLS does not publish a separate rate for each plant's skill grade. Ask whether a tool allowance is expense reimbursement or wage pay. OEWS does not publish a separate tool-allowance component. Keep these items separate in the offer so the published wage is not mistaken for the whole package.

Pay mix here means how published medians for this one BLS occupation differ across manufacturing industries and against the all-industry median. It does not split pay into base, incentive or overtime. BLS wages are straight-time gross pay and exclude overtime, shift differentials and nonproduction bonuses.

What should you know about two BLS releases?

Program Manager in the United States, annual wages, May 2024 and May 2025
Release period25thMedian75th
May 2024$76,950$100,750$131,660
May 2025$78,440$102,320$133,100

These are two separate BLS estimates from different survey panels. The workers and employers behind them differ, so the gap is not like-for-like pay for the same workers and is not a growth rate. We show no percentage change.

Recruiter's read. Qualitative, not BLS data.

What should you know about cross-functional leadership without authority?

Program managers rarely supervise the people who determine success. We ask how they pulled engineering, tooling, purchasing, quality and production onto one plan, how they handled a functional leader who did not prioritize the program, and how they communicated risk upward without drama.

What should you know about questions?

Wages for the OEWS survey are straight-time, gross pay, exclusive of premium pay. Base rate; cost-of-living allowances; guaranteed pay; hazardous-duty pay; incentive pay, including commissions and production bonuses; and tips are included. Excluded are overtime pay, severance pay, shift differentials, nonproduction bonuses, employer cost for supplementary benefits, and tuition reimbursements.

What is the median pay for a Program Manager?

The median annual wage for Project Management Specialists in the United States was $102,320 (U.S. Bureau of Labor Statistics, OEWS, May 2025). The middle half of workers earned between $78,440 and $133,100. This is the broader occupation BLS publishes, not a figure for this exact title.

What does the 10th percentile mean here?

10% of workers in this occupation and area earned less than $61,580. 90% earned less than $167,970.

Does this include overtime or bonuses?

Wages for the OEWS survey are straight-time, gross pay, exclusive of premium pay. Is this the pay for a Program Manager at a plant?

BLS measures this broader occupation across industries. It does not publish a separate wage for this manufacturing title. These are occupation estimates across all industries, not an offer for a particular manufacturing title.

How many people work in this occupation?

BLS estimated 1,066,670 workers employed in this occupation in the United States.

What does this data mean for your opening?

Manufacturing Headhunters analyzes the national data for Project Management Specialists (SOC 13-1082), the core classification for industrial Program Managers. The national median stands at $102,320, which is a $1,570 increase from the $100,750 recorded in May 2024. The middleBandWidth is $54,660, derived from a P25 of $78,440 and a P75 of $133,100.

Key manufacturing sectors demonstrate higher potential, with Computer and Peripheral Equipment Manufacturing median pay at $137,270 and Petroleum and Coal Products Manufacturing at $135,740.

Compensation patterns in high-employment hubs demonstrate how local demand shifts the pay structure. The New York-Newark-Jersey City area reports a median of $126,660 and a middleBandWidth of $68,430. The Dallas-Fort Worth-Arlington metro sits closer to the national median with a $98,900 figure and a middleBandWidth of $54,510. The Dallas metro shows a high locationQuotient of 1.55, reflecting the concentration of project management roles in this region. These variations are essential when benchmarking talent acquisitions across different manufacturing clusters.

This BLS-derived mapping covers a wide spectrum of project management duties and does not isolate specific manufacturing tasks like APQP gate management or OEM program oversight. Because these figures exclude variables like performance bonuses or sign-on incentives, the data serves as a structured guide rather than a fixed indicator. Understanding the distinction between the broad occupational mapping and specific manufacturing roles is vital for hiring managers. Relying solely on these figures risks overlooking sector-specific pay nuances that are not captured in the national industry rows.

Which pay questions should you settle before hiring?

How does the New York metro compare to the national median?

The New York-Newark-Jersey City area reports a median of $126,660, which is significantly higher than the national median of $102,320. This gap underscores the premium for project management roles in that region.

What is the national middle band width for these roles?

The national middleBandWidth is $54,660, calculated by taking the difference between the P25 ($78,440) and P75 ($133,100) salary percentiles. This indicates substantial variation in total compensation.

Are performance bonuses included in these reported salaries?

No, these figures represent base annual salary data only. Supplemental pay components are not included in the BLS methodology.
