What should you know about manufacturing pay mix?

For Utility / Relief Operator, write the straight-time rate separately from shift coverage and extra hours. OEWS measures straight-time gross wages, not pure base salary or total compensation. It includes base rate, guaranteed pay, commissions and production bonuses. It excludes overtime, shift differentials, nonproduction bonuses and benefits.

An attendance bonus is not a production bonus; confirm its purpose and treatment rather than adding every bonus to the BLS figure. Skills-based pay steps affect the base rate when they are part of straight-time pay; BLS does not publish a separate rate for each plant's skill grade. Ask whether a tool allowance is expense reimbursement or wage pay. OEWS does not publish a separate tool-allowance component. Keep these items separate in the offer so the published wage is not mistaken for the whole package.

Pay mix here means how published medians for this one BLS occupation differ across manufacturing industries and against the all-industry median. It does not split pay into base, incentive or overtime. BLS wages are straight-time gross pay and exclude overtime, shift differentials and nonproduction bonuses.

What should you know about two BLS releases?

Utility / Relief Operator in the United States, annual wages, May 2024 and May 2025
Release period25thMedian75th
May 2024$35,080$38,820$47,550
May 2025$36,030$40,110$49,010

These are two separate BLS estimates from different survey panels. The workers and employers behind them differ, so the gap is not like-for-like pay for the same workers and is not a growth rate. We show no percentage change.

What should you know about supervisory and worker occupations?

BLS publishes these as separate occupations. Pay for one is not a pay step for the other.

Recruiter's read. Qualitative, not BLS data.

What should you know about the authority you are offering?

Settle verified qualification at each station rather than assuming general interchangeability before outreach begins. We put the difference around verified qualification at each station rather than assuming general interchangeability in front of you so the interview tests missing experience rather than assuming it is already there.

What should you know about questions?

Wages for the OEWS survey are straight-time, gross pay, exclusive of premium pay. Base rate; cost-of-living allowances; guaranteed pay; hazardous-duty pay; incentive pay, including commissions and production bonuses; and tips are included. Excluded are overtime pay, severance pay, shift differentials, nonproduction bonuses, employer cost for supplementary benefits, and tuition reimbursements.

What is the median pay for a Utility / Relief Operator?

The median annual wage for Production Workers, All Other in the United States was $40,110 (U.S. Bureau of Labor Statistics, OEWS, May 2025). The middle half of workers earned between $36,030 and $49,010. This is the broader occupation BLS publishes, not a figure for this exact title.

What does the 10th percentile mean here?

10% of workers in this occupation and area earned less than $31,200. 90% earned less than $61,530.

Does this include overtime or bonuses?

Wages for the OEWS survey are straight-time, gross pay, exclusive of premium pay. Is this the pay for a Utility / Relief Operator at a plant?

Utility / Relief Operator is shown within the broader published occupation. BLS does not separate this plant-specific title, seniority, shift, process or credential. Compare the duties with the SOC definition before using the range. These are occupation estimates across all industries, not an offer for a particular manufacturing title.

How many people work in this occupation?

BLS estimated 251,700 workers employed in this occupation in the United States.

What does this data mean for your opening?

Utility / Relief Operator roles are included in the SOC 51-9199, Production Workers, All Other. For Utility / Relief Operator in the United States, releases are separate survey estimates. The May 2025 median is $40,110; the May 2024 median is $38,820. Their arithmetic difference is $1,290.

They are not the same workers' raises and do not establish a pay trend or its cause. The middle-band width is 12,980, defined by the 25th percentile ($36,030) and the 75th percentile ($49,010). Because BLS does not differentiate relief roles, we use a screening process that verifies station-specific qualifications to ensure the data is relevant to operators who rotate through critical process steps.

For Utility / Relief Operator in the United States, releases are separate survey estimates. The May 2025 median is $40,110; the May 2024 median is $38,820. Their arithmetic difference is $1,290. They are not the same workers' raises and do not establish a pay trend or its cause. Manufacturing Headhunters notes that these figures demonstrate the difference between regional pay environments for utility roles. The Atlanta area, with a location quotient of 2.29, highlights a high density of production work, which can impact local pay competitiveness for flexible relief staff.

National manufacturing industry data provides additional guidance. Tobacco Manufacturing, NAICS 312200, reports a median of $77,630. Pulp, Paper, and Paperboard Mills, NAICS 322100, shows $68,720. Aerospace Product and Parts Manufacturing, NAICS 336400, is at $59,620. These industry-specific figures are national averages and do not represent the local wage for relief roles. For Utility / Relief Operator in the United States, OEWS measures straight-time gross wages, not pure base salary or total compensation. Commissions and production bonuses are included; overtime, shift differentials, nonproduction bonuses and benefits are excluded.

The middle-band width of 12,980 represents the core wage distribution for this occupation. The data is based on the May 2025 release and is presented without estimation. Rely on the provided percentiles to compare against current site pay for relief operators. Because SOC 51-9199 is a broad category, the most effective screening involves testing the operator's actual handoff and quality control knowledge rather than relying on a generalized title. Ensure that internal pay structures account for the specific station requirements of the role.

Which pay questions should you settle before hiring?

What is the most accurate way to screen a Utility / Relief Operator?

The best approach is to verify the candidate's qualification at each specific station they will cover. Our screening looks for successful station handoffs and adherence to process controls rather than assuming interchangeability.

How do regional differences affect the hiring of utility relief staff?

Regional pay reflects the local concentration of manufacturing roles, as seen in the differences between LA and Atlanta. High location quotients, such as 2.29 in Atlanta, indicate a competitive labor market for production operators.

Why are the industry-specific medians like Tobacco higher than the occupation's overall median?

Industry-specific medians reflect the specialized nature of those production environments. While they serve as a benchmark for high-pay production roles, they should be interpreted as national industry averages rather than local utility pay rates.
