What should you know about manufacturing pay mix?
For Business Development Manager, separate the guaranteed salary from any discretionary bonus or commission arrangement. OEWS includes base rate, guaranteed pay and production incentive pay. It excludes overtime premium, shift differentials and nonproduction bonuses. An attendance bonus is not a production bonus; confirm its purpose and treatment rather than adding every bonus to the BLS figure.
Skills-based pay steps affect the base rate when they are part of straight-time pay; BLS does not publish a separate rate for each plant's skill grade. Ask whether a tool allowance is expense reimbursement or wage pay. OEWS does not publish a separate tool-allowance component. Keep these items separate in the offer so the published wage is not mistaken for the whole package.
Pay mix here means how published medians for this one BLS occupation differ across manufacturing industries and against the all-industry median. It does not split pay into base, incentive or overtime. BLS wages are straight-time gross pay and exclude overtime, shift differentials and nonproduction bonuses.
What should you know about two BLS releases?
| Release period | 25th | Median | 75th |
|---|---|---|---|
| May 2024 | $95,910 | $138,060 | $201,490 |
| May 2025 | $100,360 | $148,270 | $207,340 |
These are two separate BLS estimates from different survey panels. The workers and employers behind them differ, so the gap is not like-for-like pay for the same workers and is not a growth rate. We show no percentage change.
Recruiter's read. Qualitative, not BLS data.
What should you know about an interview based on the work?
Build the interview around new business in a defined technical market or application. Those limits help establish new-market development versus routine management of an existing account book; they are part of competence, not a weakness to talk around.
What should you know about questions?
Wages for the OEWS survey are straight-time, gross pay, exclusive of premium pay. Base rate; cost-of-living allowances; guaranteed pay; hazardous-duty pay; incentive pay, including commissions and production bonuses; and tips are included. Excluded are overtime pay, severance pay, shift differentials, nonproduction bonuses, employer cost for supplementary benefits, and tuition reimbursements.
What is the median pay for a Business Development Manager?
The median annual wage for Sales Managers in the United States was $148,270 (U.S. Bureau of Labor Statistics, OEWS, May 2025). The middle half of workers earned between $100,360 and $207,340. This is the broader occupation BLS publishes, not a figure for this exact title.
What does the 10th percentile mean here?
10% of workers in this occupation and area earned less than $73,170. 90% earned less than $290,540.
Does this include overtime or bonuses?
Wages for the OEWS survey are straight-time, gross pay, exclusive of premium pay. Is this the pay for a Business Development Manager at a plant?
BLS measures this broader occupation across industries. It does not publish a separate wage for this manufacturing title. These are occupation estimates across all industries, not an offer for a particular manufacturing title.
How many people work in this occupation?
BLS estimated 637,080 workers employed in this occupation in the United States.

What does this data mean for your opening?
The national median for Business Development Managers sits at $148,270 in the May 2025 update, reflecting a $10,210 increase from the $138,060 median in May 2024. As this role maps to the broader Sales Managers occupation, the $106,980 middle-band width applies. The P25 of $100,360 and P75 of $207,340 indicate a significant spread across the 637,080 employees in this category.
These data points omit non-cash compensation which is typically significant for revenue-driving roles in manufacturing.
In New York-Newark-Jersey City, the median is $215,150, while Los Angeles-Long Beach-Anaheim shows a median of $132,330. The change from the prior period was $3,480 in New York and $5,540 in Los Angeles. These metro figures reflect the highest employment concentrations for this job group. Manufacturing Headhunters notes that these variations are regional indicators, not a reflection of a single manufacturing standard for business development work.
National industry benchmarks show high pay in specific sectors: Computer and Peripheral Equipment Manufacturing at $215,500, Semiconductor at $200,050, and Pharmaceutical at $194,160. These provide a better look at business development potential in high-value industries than the overall occupation median. These figures are national totals and are not representative of specific, local manufacturing facility budgets, but they do demonstrate the earning capacity in competitive engineering sectors.
Screening candidates for this position requires identifying those who pursue new applications through technical qualification rather than cold-phoning volume. The role necessitates focus on new market development over managing established accounts. Because the BLS does not track this title separately, managers should use the broad Sales Managers middle-band width as a guideline and adjust for specialized business development skills. The location quotient is an indicator of job concentration, not a predictor of hiring ease.
Which pay questions should you settle before hiring?
What is the primary limitation of using the Sales Managers data?
The Sales Managers SOC 11-2022 category includes a vast array of sales roles, from retail to manufacturing. This inclusion can skew the median and width relative to specialized industrial roles.
What defines the high-end of the P75 pay band?
The P75 of $207,340 represents the threshold where 25% of individuals earn more. This segment typically reflects senior business developers with deep technical and market knowledge.
Does the medianChange imply a national trend?
Yes, the $10,210 increase reflects an upward shift in the market-wide median for the Sales Managers occupation over the 12-month period ending in May 2025.
