What should you know about manufacturing pay mix?
For Quality Systems Manager, clarify the base pay before discussing call-outs, travel or extra shifts. OEWS includes base rate, guaranteed pay and production incentive pay. It excludes overtime premium, shift differentials and nonproduction bonuses. An attendance bonus is not a production bonus; confirm its purpose and treatment rather than adding every bonus to the BLS figure.
Skills-based pay steps affect the base rate when they are part of straight-time pay; BLS does not publish a separate rate for each plant's skill grade. Ask whether a tool allowance is expense reimbursement or wage pay. OEWS does not publish a separate tool-allowance component. Keep these items separate in the offer so the published wage is not mistaken for the whole package.
Pay mix here means how published medians for this one BLS occupation differ across manufacturing industries and against the all-industry median. It does not split pay into base, incentive or overtime. BLS wages are straight-time gross pay and exclude overtime, shift differentials and nonproduction bonuses.
What should you know about two BLS releases?
| Release period | 25th | Median | 75th |
|---|---|---|---|
| May 2024 | $94,620 | $121,440 | $156,330 |
| May 2025 | $98,160 | $126,060 | $161,880 |
These are two separate BLS estimates from different survey panels. The workers and employers behind them differ, so the gap is not like-for-like pay for the same workers and is not a growth rate. We show no percentage change.
Recruiter's read. Qualitative, not BLS data.
What should you know about management representative role and management review?
In many sites the manager acts as management representative. We ask how management reviews were prepared, what data was presented, how leadership responded to unfavorable trends and how the candidate kept the system alive between audits.
What should you know about questions?
Wages for the OEWS survey are straight-time, gross pay, exclusive of premium pay. Base rate; cost-of-living allowances; guaranteed pay; hazardous-duty pay; incentive pay, including commissions and production bonuses; and tips are included. Excluded are overtime pay, severance pay, shift differentials, nonproduction bonuses, employer cost for supplementary benefits, and tuition reimbursements.
What is the median pay for a Quality Systems Manager?
The median annual wage for Industrial Production Managers in the United States was $126,060 (U.S. Bureau of Labor Statistics, OEWS, May 2025). The middle half of workers earned between $98,160 and $161,880. This is the broader occupation BLS publishes, not a figure for this exact title.
What does the 10th percentile mean here?
10% of workers in this occupation and area earned less than $78,000. 90% earned less than $205,520.
Does this include overtime or bonuses?

Is this the pay for a Quality Systems Manager at a plant?
BLS measures this broader occupation across industries. It does not publish a separate wage for this manufacturing title. These are occupation estimates across all industries, not an offer for a particular manufacturing title.
How many people work in this occupation?
BLS estimated 246,250 workers employed in this occupation in the United States.

What does this data mean for your opening?
Manufacturing Headhunters analyzes the Industrial Production Managers occupational code, which captures the Quality Systems Manager role. Data shows a national median salary of $126,060 for May 2025, reflecting a medianChange of 4,620 from May 2024. The middleBandWidth of 63,720 represents the spread between the p25 of $98,160 and the p75 of $161,880.
BLS reports do not isolate the Quality Systems Manager title from other production management roles, so this data reflects the broader 11-3051 category. Actual responsibilities often involve managing internal audit programs, document control, and CAPA within an eQMS, which are not directly measured in the OEWS dataset.
National manufacturing industry rows provide specific benchmarks: Petroleum and Coal Products Manufacturing reports a median of $155,730, while Iron and Steel Mills and Ferroalloy Manufacturing indicates a median of $145,280. These figures focus on the total occupational compensation and exclude non-salary pay components like signing bonuses, equity, or specific quality certifications such as the ASQ CQA. The Bureau of Labor Statistics does not account for these specific professional designations in their survey results.
In comparing the U.S. national figures to specific hubs, Los Angeles-Long Beach-Anaheim, CA shows a median of $128,540, while Chicago-Naperville-Elgin, IL-IN reports $129,840. The Los Angeles location quotient of 0.92 and Chicago quotient of 1.24 measure employment concentration rather than candidate availability or local wage premiums. These comparisons illustrate variation in broader production management roles. Neither metro provides a distinct wage row for this specific quality title, adhering to the broader occupational classification used by the BLS. Hiring managers must account for these limitations when applying national benchmarking to specialized quality systems recruiting.
Which pay questions should you settle before hiring?
How does the national median for this role compare to the petroleum industry?
The national median for all Industrial Production Managers is $126,060, which sits below the $155,730 reported for the Petroleum and Coal Products Manufacturing sector. This gap reflects industry-specific pay structures that the broader BLS occupational data does not differentiate.
Why is there a wide middle band for this compensation data?
The middleBandWidth of 63,720 covers the range between the p25 of $98,160 and the p75 of $161,880. This significant span occurs because the BLS 11-3051 code aggregates various levels of production management responsibilities.
Does the local wage data reflect higher pay for Quality Systems Managers?
No, the available metro data for Chicago and Los Angeles reflects the broader Industrial Production Managers occupation. These figures do not isolate the pay of Quality Systems Managers from other production leadership roles.
