What should you know about manufacturing pay mix?
For Department Manager, separate the guaranteed salary from any discretionary bonus or commission arrangement. OEWS includes base rate, guaranteed pay and production incentive pay. It excludes overtime premium, shift differentials and nonproduction bonuses. An attendance bonus is not a production bonus; confirm its purpose and treatment rather than adding every bonus to the BLS figure.
Skills-based pay steps affect the base rate when they are part of straight-time pay; BLS does not publish a separate rate for each plant's skill grade. Ask whether a tool allowance is expense reimbursement or wage pay. OEWS does not publish a separate tool-allowance component. Keep these items separate in the offer so the published wage is not mistaken for the whole package.
Pay mix here means how published medians for this one BLS occupation differ across manufacturing industries and against the all-industry median. It does not split pay into base, incentive or overtime. BLS wages are straight-time gross pay and exclude overtime, shift differentials and nonproduction bonuses.
What should you know about two BLS releases?
| Release period | 25th | Median | 75th |
|---|---|---|---|
| May 2024 | $94,620 | $121,440 | $156,330 |
| May 2025 | $98,160 | $126,060 | $161,880 |
These are two separate BLS estimates from different survey panels. The workers and employers behind them differ, so the gap is not like-for-like pay for the same workers and is not a growth rate. We show no percentage change.
Recruiter's read. Qualitative, not BLS data.
What should you know about the authority you are offering?
Settle department ownership rather than authority across the entire plant before outreach begins. An attractive title cannot repair unclear responsibility for a defined manufacturing department's labor and process discipline once someone arrives. We put the difference around department ownership rather than authority across the entire plant in front of you so the interview tests missing experience rather than assuming it is already there.
What should you know about questions?
Wages for the OEWS survey are straight-time, gross pay, exclusive of premium pay. Base rate; cost-of-living allowances; guaranteed pay; hazardous-duty pay; incentive pay, including commissions and production bonuses; and tips are included. Excluded are overtime pay, severance pay, shift differentials, nonproduction bonuses, employer cost for supplementary benefits, and tuition reimbursements.

Manufacturing Headhunters reviews the Department Manager role using the Industrial Production Managers SOC category. The current national median is $126,060 as of May 2025, which reflects an increase from the $121,440 median recorded in May 2024. Certain industries trend higher than this national median; for example, the median for Petroleum and Coal Products Manufacturing is $155,730, and Iron and Steel Mills are at $145,280. These figures illustrate the importance of industry-specific benchmarks when setting pay for managers responsible for complex manufacturing departments.
The national P25 to P75 middle-band width for this occupation is $63,720, stretching from $98,160 to $161,880. In comparison, the Los Angeles hub reports a median of $128,540, while Chicago reports a median of $129,840. These differences indicate that metropolitan demand is generally higher than the national median, though the variance remains relatively narrow. These reported figures consist strictly of base cash wages and exclude non-monetary benefits, production-based bonuses, or departmental profit-sharing plans which are common motivators for department managers in most modern manufacturing plants.
The Department Manager role requires specific responsibility for staffing and operational outcomes within their designated area. Success is measured by how well the department meets its production schedule and how quickly it corrects staffing deviations when targets are missed. This scope is focused on departmental results rather than plant-wide authority. The BLS data for Industrial Production Managers provides the most accurate and reliable national baseline for this role, though it does not distinguish between departments with different levels of technical complexity. Candidates and hiring managers should use these medians as foundational data when structuring competitive offers.
