What should you know about manufacturing pay mix?
For Environmental Manager, clarify the base pay before discussing call-outs, travel or extra shifts. OEWS includes base rate, guaranteed pay and production incentive pay. It excludes overtime premium, shift differentials and nonproduction bonuses. An attendance bonus is not a production bonus; confirm its purpose and treatment rather than adding every bonus to the BLS figure.
Skills-based pay steps affect the base rate when they are part of straight-time pay; BLS does not publish a separate rate for each plant's skill grade. Ask whether a tool allowance is expense reimbursement or wage pay. OEWS does not publish a separate tool-allowance component. Keep these items separate in the offer so the published wage is not mistaken for the whole package.
Pay mix here means how published medians for this one BLS occupation differ across manufacturing industries and against the all-industry median. It does not split pay into base, incentive or overtime. BLS wages are straight-time gross pay and exclude overtime, shift differentials and nonproduction bonuses.
What should you know about two BLS releases?
| Release period | 25th | Median | 75th |
|---|---|---|---|
| May 2024 | $100,010 | $136,550 | $179,190 |
| May 2025 | $102,880 | $141,900 | $186,300 |
These are two separate BLS estimates from different survey panels. The workers and employers behind them differ, so the gap is not like-for-like pay for the same workers and is not a growth rate. We show no percentage change.
Recruiter's read. Qualitative, not BLS data.
What should you know about air permit ownership?
We ask whether they managed a Title V permit or a synthetic minor, what emission units existed, how they tracked limits and what deviation reporting looked like. A candidate who handled a permit modification can explain the engineering data they needed and the agency conversation that followed.
What should you know about questions?
Wages for the OEWS survey are straight-time, gross pay, exclusive of premium pay. Base rate; cost-of-living allowances; guaranteed pay; hazardous-duty pay; incentive pay, including commissions and production bonuses; and tips are included. Excluded are overtime pay, severance pay, shift differentials, nonproduction bonuses, employer cost for supplementary benefits, and tuition reimbursements.

What does this data mean for your opening?
Environmental Managers fall under the SOC 11-9199 category, with a national median annual wage of $141,900. This is an increase of $5,350 from the May 2024 figure of $136,550. The middle band width for this occupation is $83,420, representing the wage range between the 25th and 75th percentiles.
These aggregate figures include many roles outside the manufacturing sector, which Manufacturing Headhunters identifies as a key limitation when benchmarking specialized plant-side environmental permit compliance.
Sector-specific national data provides better context for industrial roles. Navigational, Measuring, Electromedical, and Control Instruments Manufacturing shows a median of $202,090, while Semiconductor and Other Electronic Component Manufacturing reports $197,920. Computer and Electronic Product Manufacturing shows a median of $192,620. These sectors are generally better aligned with the technical requirements of environmental management than the broader national occupation category.
Metro-specific data highlights how geographical areas with high employment density can skew wage expectations. The New York-Newark-Jersey City, NY-NJ metro area shows a median of $169,800 and a wider middle band width of $89,320. These cities represent the highest published employment centers for this occupation category.
The BLS statistics do not include common components like performance-based incentive programs or environmental certification bonuses, which are integral to total compensation. Total employment for this occupational code is 622,190. Additionally, the location quotient for the Washington metro is 3.35, while New York reports 0.91. The data indicates that market pressures in these hubs push compensation higher than the national median, regardless of individual candidate qualifications.
Which pay questions should you settle before hiring?
The middle band width of $43,200 in the Washington area is narrower than the national band, indicating less variance in salary for the middle 50 percent of the population. This can provide a more predictable range for compensation planning in that market.
Why is the $141,900 national median different from the industry-specific medians provided?
The national median captures all sectors under the broader managerial category, whereas industry-specific rows like measuring instrument manufacturing focus on sectors with higher regulatory compliance demands. This explains why the specialized sectors often report significantly higher medians.
What was the change in the national median for Environmental Managers since May 2024?
The median for this occupation increased from $136,550 in May 2024 to $141,900 in May 2025. This represents a growth of $5,350.
What is the impact of the middle band width in the Washington-Arlington-Alexandria area on hiring decisions?
The middle band width of $43,200 in the Washington area is narrower than the national band, indicating less variance in salary for the middle 50 percent of the population. This can provide a more predictable range for compensation planning in that market.
