What should you know about manufacturing pay mix?
For Value Stream Manager, separate the guaranteed salary from any discretionary bonus or commission arrangement. OEWS includes base rate, guaranteed pay and production incentive pay. It excludes overtime premium, shift differentials and nonproduction bonuses. An attendance bonus is not a production bonus; confirm its purpose and treatment rather than adding every bonus to the BLS figure.
Skills-based pay steps affect the base rate when they are part of straight-time pay; BLS does not publish a separate rate for each plant's skill grade. Ask whether a tool allowance is expense reimbursement or wage pay. OEWS does not publish a separate tool-allowance component. Keep these items separate in the offer so the published wage is not mistaken for the whole package.
Pay mix here means how published medians for this one BLS occupation differ across manufacturing industries and against the all-industry median. It does not split pay into base, incentive or overtime. BLS wages are straight-time gross pay and exclude overtime, shift differentials and nonproduction bonuses.
What should you know about two BLS releases?
| Release period | 25th | Median | 75th |
|---|---|---|---|
| May 2024 | $94,620 | $121,440 | $156,330 |
| May 2025 | $98,160 | $126,060 | $161,880 |
These are two separate BLS estimates from different survey panels. The workers and employers behind them differ, so the gap is not like-for-like pay for the same workers and is not a growth rate. We show no percentage change.

What should you know about a move that can hold up?
Someone working in value stream leaders in assembly and machining plants needs a clear reason to leave. Explain how your opening changes their responsibility for product flow from incoming material through finished output. If the answer depends on authority over product flow from incoming material through finished output that you cannot offer, that mismatch belongs in the conversation before an offer.
What should you know about questions?
Wages for the OEWS survey are straight-time, gross pay, exclusive of premium pay. Base rate; cost-of-living allowances; guaranteed pay; hazardous-duty pay; incentive pay, including commissions and production bonuses; and tips are included. Excluded are overtime pay, severance pay, shift differentials, nonproduction bonuses, employer cost for supplementary benefits, and tuition reimbursements.
What is the median pay for a Value Stream Manager?
The median annual wage for Industrial Production Managers in the United States was $126,060 (U.S. Bureau of Labor Statistics, OEWS, May 2025). The middle half of workers earned between $98,160 and $161,880. This is the broader occupation BLS publishes, not a figure for this exact title.
What does the 10th percentile mean here?
10% of workers in this occupation and area earned less than $78,000. 90% earned less than $205,520.
Does this include overtime or bonuses?

What does this data mean for your opening?
Manufacturing Headhunters evaluates the Value Stream Manager role under the Industrial Production Managers SOC. The national median sits at $126,060 as of May 2025, climbing from $121,440 in May 2024. Specialized sectors like Petroleum and Coal Products Manufacturing offer a higher median of $155,730, while Iron and Steel Mills reach $145,280.
These figures emphasize the strong pay differentiation between standard manufacturing roles and those in highly specialized, process-heavy industries, reflecting the depth of expertise required for full end-to-end value stream responsibility.
The national P25 to P75 middle-band width is $63,720, ranging from $98,160 to $161,880. When comparing to high-employment metros, the Los Angeles hub shows a median of $128,540, and the Chicago hub reports $129,840. These figures demonstrate that while value stream management is a specialized skill set, the base market pay remains relatively stable across these major industrial areas. Notably, BLS figures exclude production-based bonuses, annual incentive plans, and other forms of variable pay that often make up the competitive total compensation for value stream managers.
Value Stream Managers must handle complex constraints that balance inventory with on-time delivery. Unlike department management, which focuses on a single functional area, the value stream role requires oversight of the end-to-end flow. This includes making decisions that impact multiple stages of the manufacturing process. The BLS data for Industrial Production Managers serves as a foundational benchmark, although individual salaries are significantly influenced by the complexity of the value stream and the direct operational responsibilities attached to the plant location. The data does not provide a separate wage for this specific management level.
Which pay questions should you settle before hiring?
What is the change in the national median salary from 2024 to 2025?
The national median increased by $4,620, rising from $121,440 in May 2024 to $126,060 in May 2025. This change tracks with broader trends in the industrial production management category.
What is the P25 to P75 range for this occupation?
The national middle-band width is $63,720. This is represented by the range between the 25th percentile of $98,160 and the 75th percentile of $161,880.
Are regional medians in Chicago and Los Angeles higher than the national average?
Yes, both Chicago ($129,840) and Los Angeles ($128,540) report medians that are slightly higher than the national median of $126,060. These figures reflect localized market conditions for experienced production management talent.
