What should you know about manufacturing pay mix?

For Regulatory Affairs Manager, clarify the base pay before discussing call-outs, travel or extra shifts. OEWS measures straight-time gross wages, not pure base salary or total compensation. It includes base rate, guaranteed pay, commissions and production bonuses. It excludes overtime, shift differentials, nonproduction bonuses and benefits.

An attendance bonus is not a production bonus; confirm its purpose and treatment rather than adding every bonus to the BLS figure. Skills-based pay steps affect the base rate when they are part of straight-time pay; BLS does not publish a separate rate for each plant's skill grade. Ask whether a tool allowance is expense reimbursement or wage pay. OEWS does not publish a separate tool-allowance component. Keep these items separate in the offer so the published wage is not mistaken for the whole package.

Pay mix here means how published medians for this one BLS occupation differ across manufacturing industries and against the all-industry median. It does not split pay into base, incentive or overtime. BLS wages are straight-time gross pay and exclude overtime, shift differentials and nonproduction bonuses.

What should you know about two BLS releases?

Regulatory Affairs Manager in the United States, annual wages, May 2024 and May 2025
Release period25thMedian75th
May 2024$100,010$136,550$179,190
May 2025$102,880$141,900$186,300

These are two separate BLS estimates from different survey panels. The workers and employers behind them differ, so the gap is not like-for-like pay for the same workers and is not a growth rate. We show no percentage change.

Recruiter's read. Qualitative, not BLS data.

What should you know about change control judgment?

Most daily regulatory work is not a submission. It is deciding whether a supplier swap, a software patch or a sterilization site move changes the cleared device. We probe how they assess changes, who signs, where the rationale is recorded and what they did when an engineer had already shipped the change.

The answer reveals whether they are a gatekeeper who slows the plant or a partner who gets decisions made early.

What should you know about questions?

Wages for the OEWS survey are straight-time, gross pay, exclusive of premium pay. Base rate; cost-of-living allowances; guaranteed pay; hazardous-duty pay; incentive pay, including commissions and production bonuses; and tips are included. Excluded are overtime pay, severance pay, shift differentials, nonproduction bonuses, employer cost for supplementary benefits, and tuition reimbursements.

What does this data mean for your opening?

Regulatory Affairs Manager tasks are mapped to the Managers, All Other category, 11-9199. For Regulatory Affairs Manager in the United States, releases are separate survey estimates. The May 2025 median is $141,900; the May 2024 median is $136,550. Their arithmetic difference is $5,350. They are not the same workers' raises and do not establish a pay trend or its cause.

For Regulatory Affairs Manager in the United States, percentiles describe the wage distribution of the mapped occupation. The published middle interval is $102,880 to $186,300 annually. They do not assign pay to plant size, seniority, credentials or job complexity. Assess duties and candidate requirements separately; these rows do not measure a premium for them. The broader scope of the 11-9199 classification means this data encompasses many diverse managerial roles beyond the specialized scope of 510(k) or PMA submissions and EU MDR requirements.

Industry insights reveal distinct benchmarks: Navigational, Measuring, Electromedical, and Control Instruments Manufacturing reports a median of $202,090, while Semiconductor and Other Electronic Component Manufacturing shows a median of $197,920. Computer and Electronic Product Manufacturing reports a median of $192,620. These manufacturing rows represent national medians for the broad occupational code and do not account for individual regulatory professional certifications like the RAPS RAC or specific regulatory affairs experience.

Comparison metros Washington-Arlington-Alexandria, DC-VA-MD-WV and New York-Newark-Jersey City, NY-NJ report medians of $170,980 and $169,800 respectively. The Washington metro displays a location quotient of 3.35, while New York reports 0.91. Manufacturing Headhunters notes that the high Washington location quotient reflects a dense cluster of general management and regulatory-adjacent roles. It is vital to note that these figures describe the 11-9199 occupational grouping rather than the specific salary for a manufacturing-focused regulatory manager. The data provides a broad ceiling for compensation expectations, yet users must acknowledge that the BLS does not track the specific impact of clinical or regulatory manufacturing experience on individual pay outcomes.

Which pay questions should you settle before hiring?

Why does the electronic component industry show higher median pay?

The electronic component manufacturing sector reports a median of $197,920, significantly higher than the national median of $141,900 for the 11-9199 category. This suggests higher compensation for management roles within that specific, highly regulated sector.

How should I interpret the Washington, DC metro data?

The Washington area has a location quotient of 3.35 for Managers, All Other, indicating a high concentration of management roles. This concentration does not directly correlate to a specific wage for Regulatory Affairs Managers.

Does this data reflect specific regulatory affairs certifications?

No, the OEWS data does not account for professional certifications such as the RAPS RAC. It provides a general salary outlook for the broad 11-9199 category.
